The AFSCME Maryland State Bargaining Team met with the State of Maryland for our fourth negotiations session on Wednesday, December 3.
During this session, the State presented their second counterproposal on wages, offering a 1% Cost of Living Adjustment (COLA) and proposing changes to the step scale increments, raising them to 2.5% over a three-year phased system (FY27: 2%, FY28: 2.2%, FY29: 2.5%), with no step increase for this year.
The AFSCME team strongly rejected this counterproposal and responded with a revised wage proposal that includes both COLA and step increases designed to keep pace with the rate of inflation.
Our next bargaining session will take place on Tuesday, December 9th at our AFSCME Maryland office in Baltimore.

We are demanding that Governor Wes Moore and state leaders to provide a fair wage proposal by December 9th, including a Cost of Living Adjustment (COLA) that keeps up with inflation and step increases.
